Read 芾 it means vegetation growing thick and lush. It is a rare literary word, best known from the 《诗经》 (Book of Songs). The same character also has a second reading 芾 used only in the set phrase 蔽芾 (small and dense).
Supplies the sound. Standalone 巿 is an old word for a ceremonial knee apron; here it carries no meaning and only points to the fú reading. Note it differs from the look-alike 市 (market), which has a separate dot on top.
