Here 不值 means 'did not meet the host', with 值 in its old sense 'to meet'. It has nothing to do with 不值 'not worth it'. The poem is also titled 游小园不值.
culture
Its couplet 春色满园关不住,一枝红杏出墙来 'a garden full of spring cannot be shut in: a branch of red apricot comes out over the wall' is quoted for anything alive that cannot be held back. 红杏出墙 later came to mean a wife's affair.
