The usual list is
齐桓公,
晋文公,
楚庄王,
秦穆公 and
宋襄公, with Duke Huan of Qi counted first; another list puts King Helu of Wu and King Goujian of Yue in place of the last two. Each led the other states in the name of the weakened Zhou king, the role of a
霸主 'hegemon'.
