Slightly formal / product-label register. Everyday spoken Chinese often says 洗头 (xǐtóu). 洗发水 = shampoo (liquid), 护发素 = conditioner.

mistakes

发 is fà here ('hair'), not fā ('to send'). Traditional 髮 and 發 collapsed into simplified 发, which is why the reading matters.
