Standard everyday word. Paired with 护发素 (hùfàsù, conditioner) and increasingly 发膜 (fàmó, hair mask). Also 洗头水 in southern speech. The 发 here is the second tone 髮 (hair), not the first-tone 發 (to send/issue).
