继 (jì) means 'to succeed / following on' and is the standard prefix for step-relatives: 继父 jìfù (stepfather), 继母 jìmǔ (stepmother), 继子女 jìzǐnǚ (stepchildren). 继兄弟姐妹 simply collectivizes 兄弟姐妹 (siblings) with that same prefix.
