忒 is a northern dialect intensifier (especially Beijing and northeast), roughly equivalent to
太 but more colloquial and emphatic. Read tēi in this colloquial sense; the literary reading is tè ('to err'). You'll hear it everywhere in Beijing sitcoms and crosstalk.
