This line comes from the 'Discourses of Jin' in the Guoyu.
Tips
history
The 国语 (Discourses of the States) collects speeches of the Zhou period state by state: 周语, 鲁语, 晋语 and so on. The Jin section is the longest, 9 of the 21 chapters. Here 语 means 'discourses', not 'language'.
culture
As a dialect name, 晋 is the short name of Shanxi. Jin keeps the checked tone (入声), a clipped syllable that most Mandarin has lost, which is the main reason many linguists class it apart from Mandarin.
