The Skillful Means chapter of the Lotus Sutra says that the Buddha uses all kinds of skillful means to guide living beings.

Tips

usage
Here 方便 is the Buddhist term for skillful means (Sanskrit upāya): a teaching fitted to what the listener can grasp, a device that leads toward the truth, not the everyday 'convenient'. 品 is the usual word for a chapter of a sutra.
history
In this chapter the Buddha tells 舍利弗 that the three vehicles he had taught were only skillful means, and that all of them lead to the one vehicle of Buddhahood. Two everyday idioms come from it: 昙花一现, from a teaching that appears as rarely as the udumbara flower, and 聚沙成塔, from children who heap sand into stupas in play and are already on the path to Buddhahood.
