In everyday Chinese, 心理医生 is used for anyone in the mental-health field. Technically a psychiatrist (MD) is 精神科医生, a clinical psychologist is 心理学家 / 临床心理师, and a counselor is 心理咨询师; but in casual speech the distinctions blur.

Talking to a 心理医生 still carries stigma in many Chinese families. The term is becoming more normalized in younger urban populations, partly driven by social-media openness around depression, anxiety, and therapy.
