A 经营许可证 is for regulated industries (food, pharmacies, telecom, online content, etc.), issued on top of the baseline business registration 营业执照. Restaurants need a 食品经营许可证, ISPs need an 互联网信息服务经营许可证 (ICP license), and so on.
