Despite the name 'water-boiled', Sichuan 水煮 dishes (水煮鱼水煮肉片) are anything but plain - the ingredients are poached and then drowned in a slick of chili oil, Sichuan peppercorns, and garlic. The 'water' here refers only to the broth the protein is cooked in.
