In 1879 the envoy 崇厚 signed the 里瓦几亚条约, which gave away most of Ili. The Qing court rejected it, and in 1881 Zeng won far better terms in the Treaty of Saint Petersburg. He had taught himself English and served as minister to Britain and France from 1879.
