usage
Literally 'score-write'. The musical sense ('compose') is the original; the figurative sense — 'pen a chapter of history', 'write a new page' — is extremely common in news writing, speeches, and propaganda. If the object is 乐曲/歌曲/旋律 it's literal; if it's 篇章/故事/历史/ it's the lofty figurative use.

Slightly literary. For everyday 'compose a song' you'll also hear 作曲 (zuòqǔ). 谱写 carries more dignity, fitting for 'composing a symphony' or political 'writing a new chapter'.
