Originally 百姓 referred to the hundred noble clans of ancient China — only aristocrats had surnames (姓). Over time, as surnames spread to all people, it came to mean 「ordinary citizens」.
usage
老百姓 (lǎobǎixìng) is far more common in daily speech than 百姓 alone. The 老 adds a familiar, down-to-earth tone.
