The verb is 化: 化浓妆 'to wear heavy makeup', and the opposite is 淡妆. On its own 浓妆 is neutral, normal for the stage or a photo shoot; in 浓妆艳抹 'heavily made up and gaudy' it usually sounds disapproving.
