usage
拌 is to toss or mix, as in 拌面 (noodles tossed in sauce) and 凉拌 (dressed and served cold). 粉 here is rice noodles, short for 米粉. So 拌粉 are noodles with sauce, as against 汤粉, noodles in soup.
