发帖 comes from 论坛 (BBS / forum) culture — the 天涯, 百度贴吧, 豆瓣 era of the 2000s and 2010s. Even after WeChat and Weibo took over, 发帖 still has a forum / community feel; on 小红书 people more often say 发笔记, on Weibo 发微博.
usage
帖 (tiě) here = 'a post / thread'. Don't confuse it with 帖 (tiè) = calligraphy copybook or 帖 (tiē) = paste / submissive (e.g. 服服帖帖). Same character, three readings.
