usage
Two virtues welded into one word, and it mostly travels in fixed pairings: 勤俭持家, running a household carefully, and 勤俭节约. To praise just one side of someone, split it: 勤劳 for hardworking, 节俭 for thrifty.

Praise with a slightly old-fashioned, moralising ring, the sort of word that turns up in family stories and in official slogans about thrift. It is paid to other people rather than claimed for oneself, and calling a household 勤俭 is warm, not a comment on how poor they are.
