Don't confuse
长年 (chángnián, year-round/long-term) with
常年 (chángnián, throughout the year — also written the same in pinyin but
常 means usually). They overlap heavily;
长年 stresses duration (a long span),
常年 stresses regularity (consistently every year). Both are correct in
长年累月 /
常年累月.
