history
The Qin county was written 钱唐; in the Tang a "soil" radical was added to make 塘, so the place would not share the dynasty's name. Old poems use it for Hangzhou, as in 钱塘自古繁华.
usage
The river today is 钱塘江 and its tidal bore 钱塘潮; on its own 钱塘 is mostly literary or part of a name.
