Often abbreviated 综治, a policy framework launched in the 1980s that goes beyond policing: it mobilizes Party, government, courts, schools, workplaces, and residents' committees to jointly prevent crime, resolve disputes, and maintain stability. The lead agency is the 综治委 (commonly under the Political-Legal Commission 政法委).
