百分之一 follows the pattern X分之Y (Y out of X): 百 (hundred) + 分 (part) + 之 (of) + 一 (one) = one hundredth = 1%. This same structure is used for all fractions in Chinese: 三分之二 = two thirds, 十分之三 = three tenths.
