The Book of Rites chapter describes the institutions of an ideal ancient king: ranks and fiefs, offices, schools, punishments and the state budget, which is drawn up only once the year's grain is in, 量入以为出 'measure income to set spending'. A realm run this way keeps grain in reserve, so that even in flood or drought 民无菜色 'the people do not have the sallow look of hunger'.
