Formal and somewhat literary — common in newspaper editorials, fundraising appeals, and speeches praising philanthropy. In casual speech 慷慨解囊 (kāngkǎi jiěnáng, 'untie the purse generously') is more common.
memory
慷慨 (generous) + 输将 (an old word for 'transport / contribute money or goods') → unstintingly handing things over. 输 here is the older sense of 'transport / pay tribute', as in 输纳 (pay tax).
