Formal and somewhat literary - common in newspaper editorials, fundraising appeals, and speeches praising philanthropy. In casual speech 慷慨解囊 ("untie the purse generously") is more common.

慷慨 (generous) + 输将 (an old word for transporting or contributing money and goods) → unstintingly handing things over. 输 here is the older sense of "transport / pay tribute", as in 输纳 (to pay tax).
