A staple term of state-owned enterprise (国企) restructuring in the 1990s: workers kept on the payroll at reduced wages while their factory or post was idle. Distinct from 下岗 (fully laid off) and 失业 (unemployed). 待岗 implies you're still attached to the work unit, just waiting.
