弹 ('bullet/shell') + 药 ('powder/medicine', here 'gunpowder') + 库 ('warehouse'). 弹药 alone means 'ammunition'; adding 库 makes it the storage facility. 库 is the same character as in 仓库 ('warehouse') and 数据库 ('database').
