In China 学车 almost always means enrolling at a 驾校 (driving school) to pass the four 科目 (subject) exams: 科目一 (traffic theory), 科目二 (closed-course skills like 倒车入库), 科目三 (road test), 科目四 (safety theory). The whole process commonly takes 3-6 months.
