In 1963 Premier Zhou Enlai approved the founding of a wave of 外国语学校 to train future diplomats and translators. A handful (北外附校, 上外附中, 天津外大附中 etc.) still enjoy a privilege called 保送 — their top graduates can skip the 高考 and be directly recommended to elite universities, making admission fiercely competitive.
