usage

侵 (encroach) + 扰 (disturb) - covers both military harassment of a border and small-scale annoyance (mosquitoes, paparazzi). Stronger and more aggressive than plain 打扰 ('disturb'); weaker and more sustained than 入侵 ('invade outright').
