Modern set phrase, very common in news and formal writing. 不容 = 'does not allow / cannot tolerate' + 忽视 = 'to ignore'. The pattern 不容 + verb is productive — see also 不容置疑 (beyond doubt), 不容质疑 (cannot be questioned), 不容错过 (not to be missed).
