龅牙 is a stock visual gag in Chinese cartoons and comedy — the most famous example being 龅牙兔 ("Buckteeth Bunny," a once-popular brand mascot). Calling someone 龅牙 directly is rude; describing the trait neutrally (有龅牙) is fine.
