第 is the ordinal-number prefix that turns any cardinal number into an ordinal:
第一 'first',
第二 'second',
第二十三 'twenty-third'. After the number you almost always need a measure word or counting noun:
第二十三名 '23rd place',
第二十三届 '23rd session',
第二十三页 '23rd page'.
