From 《孟子·公孙丑下》: 彼一时,此一时也 — 'that was one time, this is another'. Mencius used it to dismiss the idea that he should be bound by what was appropriate in earlier circumstances.
usage
Almost always paired with 彼一时 to mean 'times have changed.' Used alone, 此一时 simply means 'at this point in time' and is far less common.
