将 is read qiāng here, an old word for 'please', so the title means 'please drink up'. It is a Han 乐府 title that 李白 used for his greatest drinking song, which opens with the Yellow River pouring down from heaven to the sea and ends with the poet ready to pawn his horse and furs for more wine, to drown 万古愁 'the sorrow of ten thousand ages'.
