history
In Qing-dynasty population registers, ordinary households went on the main book 正册, while criminals, runaways, and people stripped of status were filed in 另册 ('the other book'). The administrative term became a metaphor for being officially marginalized.
usage
Today most often appears in the verb phrase 打入另册 ('to be relegated to the other list') - meaning blacklisted, sidelined, or treated as second-class.
