usage
Encouragement that flows downward and stays formal: the one doing the 勉励 is a teacher, a manager or an elder, addressing people in their charge. Between equals, or for everyday cheering-on, use 鼓励.
memory
Both halves already mean effort, 勉 as in 勤勉, diligent, and 励 as in 激励, to spur on. Doubling them is what makes the word sound like a speech rather than a pat on the back.
