Documented in the Jin dynasty official history 《金史》 and Ming-era literature. 爵 refers to the five-rank noble titles 公侯伯子男 ('duke-marquis-count-viscount-baron') of imperial China - a system that lasted from the Zhou dynasty until 1912.
usage
Now commonly used as a New Year's greeting or congratulations on a workplace promotion, even though the imperial system is long gone. Stronger and more poetic than the everyday 升职 ('get promoted').
