Right side 页 — pictograph of a head with prominent face, the indexing radical. Originally 频 pictured a person turning their head this way and that at a river's edge. The radical pins 频 to the head-action family with 顾 look-around, 顿 pause, 题 inscription — all built on 页's frontal face.

Left side 步 'pace' — two feet, one above the other, mid-stride. Contributes meaning: 频 originally pictured walking along a riverbank, repeatedly hesitating at the brink, giving the sense of 'repeated, frequent'. Today 频 means frequency or repetition, and the foot-after-foot rhythm of 步 still carries that pulse-like sense of one occurrence following another.
