Almost always in 鞑靼 (Tatar) - a transliteration of the name of the Mongol-related steppe peoples. Its literal sense, 'soft tanned leather', is rarely seen alone.
Left 革 (treated leather), the indexing radical. The base meaning is soft tanned hide; the radical also fits the leatherworking, horse-riding steppe peoples it later named.
