Head of the 'Tuxi Clique' (土木系) within the KMT army. As first Governor of Taiwan province after the retreat in 1949, he implemented the landmark 375 Rent Reduction policy, credited with stabilizing Taiwan's rural economy. Served as Premier and later Vice President under Chiang.
