Tips

history
贾谊 wrote it in three parts as a lesson for the young Han dynasty. It describes how Qin conquered all the other states and then collapsed soon after a revolt led by the commoner 陈涉, and concludes 仁义不施而攻守之势异也: Qin never learned that holding an empire takes benevolence, not the force that won it.
usage
过 is a verb here, "to find fault with", so the title means "Faulting Qin". The idiom 深谋远虑 "far-sighted planning" also comes from it.
