history
In Qing administrative practice, was the verb used by superiors addressing inferiors; an emperor his ministers. 谕旨 is therefore distinct from 圣旨 (sage's will), which emphasizes the emperor's sacred authority. Both are imperial edicts - 谕旨 stresses the act of instructing downward.
