history
In Qing administrative practice, (yù) was the verb used by superiors addressing inferiors; an emperor his ministers. 谕旨 is therefore distinct from 圣旨 (shèngzhǐ, sage's will) which emphasizes the emperor's sacred authority. Both are imperial edicts — 谕旨 stresses the act of instructing downward.
