usage
讴 originally meant to sing without instruments. In modern Chinese it survives mainly in 讴歌 — to sing the praises of, to extol — used for celebrating heroes, an era, or great achievements in formal or literary writing.
The speech radical on the left, the side form of 言. Singing comes out of the mouth as patterned speech, so it gives the meaning — grouping 讴 with 说 (to speak) and 话 (speech).
Supplies the sound. Standalone 区 means a district or area; here it points to the ōu reading (the same element gives the surname reading of 区). It carries no meaning into 讴.
