From the Tang poet Liu Yuxi's 《赏牡丹》: 庭前芍药妖无格, 池上芙蕖净少情. 唯有牡丹真国色, 花开时节动京城. It depicts the mid-Tang craze for peony viewing in Chang'an, when nobles and commoners alike poured out to see them. The phrase 国色天香 derives from this poem.
usage
Often quoted together with the preceding line 唯有牡丹真国色. In modern use it can describe any flower season or festival that captivates a whole city.
