Flour ground from glutinous rice. It makes an elastic dough that turns very sticky when cooked, used for 汤圆 (sweet rice balls), 年糕 (rice cake) and mochi. Despite the name it has no gluten.
Mixed with water and kneaded into a dough, glutinous rice flour turns soft and sticky once steamed.

"Glutinous" here means sticky, not gluten: 糯米粉 is ground from 糯米 (sticky rice) and contains no gluten. Plain rice flour is 粘米粉, which is not sticky when cooked.
