China uses a
两审终审 (two-instance final) system:
第一审 handles the facts and law,
第二审 reviews it; the
二审 judgment is final. Ordinary cases start at the basic-level court, but serious, complex, or nationally significant cases start higher — with the Supreme Court's first instance being final by definition.
