From 《老子·第五十八章》: 祸兮福之所倚，福兮祸之所伏。孰知其极？其无正也。 The passage sets out the dialectical idea that fortune and misfortune lean on each other and can turn into one another. The chengyu 塞翁失马 (from 《淮南子》) tells the same principle as a story.
usage
Usually paired with the following line 福兮祸所伏 to form a complete parallel couplet. 兮 is a classical exclamatory particle, as in 力拔山兮气盖世. In modern writing and speech it also appears quoted on its own.
