省 alone is the name of the unit ('Sichuan 省'), but 省份 is the generic noun 'a province'. So you say 四川省 'Sichuan Province' (with the name attached) but 一个省份 'one province' (just counting). Don't say 一个省 — use 省份 when you need the generic noun.
