Once one of the wealthiest women in China and a delegate to the National People's Congress, Rebiya Kadeer was imprisoned in 1999 for 'leaking state secrets' and exiled to the United States in 2005. Beijing blamed her for the 2009 Urumqi riots; she has lived in Virginia since.
